If you are using Cached Exchange Mode and never close out of Outlook, the GAL will be outdated.

Cached Exchange Mode is one of the two modes to connect the Outlook application with an Exchange account. The cached mode has a job of keeping a local copy of the user’s exchange mailbox stored on the hard drive in the form of an OST file.
While the Cached mode is enabled in Outlook, the Outlook client will check the OST file for all the information and searches, and another process will constantly update the mail and synchronize it will open the cached file.
In similar fashion, the rest of the company will see all objects except the division that will be sold off.
Users will still be able to send/receive emails with that particular division, however the GAL will not show them.
